About WEE-RDP/MRRD:
The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.
Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five-year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.
SUMMARY OF DUTIES
A comprehensive training program for all new staff will be a cornerstone of the success of the WEERDP program. Not only does the program seek to train its own employees, it will provide training to village level facilitators that are hired by the Facilitation Partners. The Master Trainer (MT) is responsible to support the Training Specialist (TS) for the development of a comprehensive training program for all WEERDP staff, including Business Development Officers, District Coordinators (DC), Social Organizers (SO), FPs, and Village Facilitators and to implement the plan, including delivering training modules. MT will observe the quality of trainings conduct by program team and FPs, providing technical support and conduct TOTs as required.
Job Description:
DUTIES AND RESPONSIBILITIES
Support the Training Specialist to develop and establish training programs for program implementers in the field (BDS officers and district coordinators, social mobilizers), including curriculum development,
Identification training providers (government or private sector) for any technical training to program team and client.
Conduct and deliver the training programs for district coordinators, social organizers, VFs and FPs’ trainers covering the relevant topics as determined in the modules;
Implement all training activities for new hires, workshops, exposure visits, international training, and clients;
Conducting training according to the plan to enhance the knowledge, skills and behavior of District coordinators, Social Organizers, Village Facilitators, Facilitating Partners and provincial staff and completion of conducted courses documents including the report of any courses in details;
Implement and maintain training evaluation system for all major training events conduct by program team and FPs;
Work to maintain close contact with Program Units to anticipate training needs for field staff, clients, and WEERDP PMO staff;
Manage and ensure adequate supplies and equipment to support training programs;
Organize all aspects (logistics, budgeting, agreements, reporting) of national and international exposure visits for clients, field staff, and PMO staff as opportunities arise;
Assist the TS to coordinate Training Unit activities with all other WEERDP units and field offices;
Conducting need assessment of WEE-RDP provincial offices staff to address their learning needs;
Preparing and developing action and training plan for training activities;
Develop plans, budget, reports in regular bases or as required
Remain responsive to any unidentified training needs as they arise;
Being ready to trips and working on the site;
Any other duties or tasks assigned.
Job Requirements:
KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED
Knowledge/Experience
4 years’ experience of working as trainer/master trainer or working on the development and implementation/delivering of training programs for an NGO, consultancy, or public entity;
Knowledge on business development training is desirable;
Knowledge of Microfinance/saving trainings is desirable;
Qualifications/Skills
Bachelor degree in Social science, psychology, literature, political science, Business Administration or communication.
Additional training in adult education, or techniques in professional development;
Fluency in Pashto, Dari & English languages
Excellent communication skills: speaking, writing, and listening;
Excellent computer skills, including experience using Microsoft Office packages (Word, Excel, Access, Project, PowerPoint)
Abilities
Ability to travel in rural areas of Afghanistan and conduct training in Pashto language
Personal commitment to improving knowledge and skills for WEERDP staff;
Management skills to maintain staff productivity in a high pressure environment;
Ability to negotiate with and motivate service providers;
Service oriented attitude to pro-actively seek training assignments from program and field staff;
REPORTING RELATIONSHIPS
Reports to the Training Manager and accountable to WEERDP Senior Management.
