About Ru-WatSIP/MRRD:

The national WASH policy 2010 has kept the implementation strategy for hygiene and sanitation very flexible which means the implementation approach could be chosen based on its success stories and good result in the past in the country. One of the new approaches which have proven to be successful in achieving the indicators is the Community Led Total Sanitation (CLTS). RuWatSIP based on the success stories and witnesses on the ground has decided to use this approach as a tool for implementation of hygiene and sanitation program. The CLTS facilitator is the grass root level implementer and liaising person with the villagers who can accomplish and achieve the target or bring failures to the project.

Among the others UNICEF, is one of the main donors for MRRD provided support for implementation of Water Supply and Environmental Sanitation (WES) projects in schools and Health Care Facilities (HCF) alongside with assistance in capacity building within MRRD and for the sector.

Job Summary:

 To ensure achieving the goals and objectives stated below, there is need for hiring an Executive Officer. The incumbent will be employed in the office of Deputy Minister for progammes with the below responsibilities.

Job Description:

Duties & Responsibilities:

Documentation of all progammes correspondences receive and processed in the office of DMP and liaise with the programmes.
Ensure that all the programme documents are being processed as per the Ministry’s policies and rules.
Organize meetings and discussions among the programs and office of DMP while needed and prepare the minutes and records for follow up and actions.
Prepare briefing notes and points from the programmes documents in line with the policy and rules of the progammes required by the office of deputy minister for programmes.
Prepare monitoring frameworks for the progammes plan and achievements to oversee the unexpected challenges and on time implementation of the plans and activities made by each programme.
Prepare minutes of the meetings, reports and actions points while needed.
Review contracts and documents based on procurement law.
Ensure that the Donor and Afghanistan laws and policies on Process of official documents, as described in the Official Gazette and Loan/Grant/Credit Agreements of the Donors, and Afghanistan polices are fully complied with at all stages for procurement of goods, works and services under the MRRD’s procurement directorate and programms:
Ensure that all incoming and outgoing documents are correct according to government and MRRD Laws and Policies
Check and control of all documents related to  Deputy Minster office for programs
Check and review of all concept notes, Policies, MoUs and other official letters according to Laws and policies
Follow up of Client’s  and staff complains with programs and directorates
Follow up of all reports with programs and directorates to submit on time
Perform any other duties instructed by deputy minister, programmes.

Job Requirements:

Qualifications/ Experience, Skills & Abilities Required:

Bachelor degree in Economics, Project management, Business Administration, Public Administration or Political Science with 4 years professional working experience, preference will be given for Master’s degree.
Experience in development, administration, procurement is required.
Background of working with managers and high level authorities is prefer.
Ability to use computers and have the knowledge of MS Office
Familiar with the project management cycle, supervision and monitoring of the works.
Excellent interpersonal and communications skills
Experience of working with international organizations and NGO is preferred.
Ability to work independently and with minimal guidance and lead and guide others
Ability to supervise other national professional and administrative staff.
Speaking and writing ability in English is must.
Fluent in Dari and Pashto.
Familiarity with MRRD policies and strategies will be an asset.
