About RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community-based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.

Summary of Duties

MIS unit is intended to direct and support effective and efficient management of information in RPCO, to bring in discipline in the project, transparency in processes, improve communication and increase efficiency of operations.

In general, Application Programmer will have the overall responsibility to develop, modify and maintain information/database systems at RPCO. He/she will be involved in all phases of system development life cycle.

Job Description:

Duties & Responsibilities:

Conduct information need assessment for each RPCO unit
Collect system requirements and analyze business process of the RPCO units under supervision of MIS manager.
Modify/add new functionality to the current available information systems as required by RPCO
Assist the MIS unit to analyze, design, tune and optimize the database architectures
Prepare requirements, technical and user documentation for the MIS systems
Support provincial MIS officers in determining and implementing information system technical practices, including data entry, data checking, data exchange, procedures, test plans, and methodologies.
Develop, monitor and implement security and off-site back-up procedures for MIS servers.
Oversee and execute database maintenance plan(s).  Make sure database works efficiently and accurately
Present trainings to field staff on information System(s) and disseminate technical knowledge to the team as and when required.
Develop new systems and upgrade existing ones.
Align data collection and reporting system with RPCO data and information requirements.
Travel to field as required.
Perform other duties as assigned by Head of MIS.

Job Requirements:

Qualifications /Experience, Skills and Abilities:

Must: At least Bachelor’s Degree in computer science/IT
Must: Sound experience in .NET programming using C#, and ASP.Net (MVC), Query
Must: Strong Microsoft SQL Server skills (database development and administration, including SSRS and SSIS).
Must: Sound knowledge of data modeling and design.
Must: Sound knowledge of information system design
Very highly preferred: Angular/Angular JS
Highly preferred: Restful application developing using Web API/ WCF Services
Highly preferred: Android application development

Work experience

5 years of relevant experience in information/database developing using .NET and SQL SERVER. Irrelevant experience is not taken into account in shortlisting process.
