About RPCO/MRRD:

The Regional Programs (RP) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs the Arghandab Integrated Water Resources Development Project (AIWDP) funded by Asian Development Bank (ADB) will improve the availability and use of water resources for irrigated agriculture in the Arghandab River Basin and the Kandahar region. The project comprises 5 outputs: (i) Dahla dam capacity increased; (ii) reliability of irrigation water supply increased; (iii) climate resilient and productive irrigation technologies and practices introduced; (iv) post-farm value chains developed; and (v) capacity in water resource management and use strengthened. AIWDP is a joint project between Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Agriculture and Livestock (MAIL) and Ministry of Energy and Water (MEW). MRRD will contribute to outputs 1 and 2.

Job Description:

Duties & Responsibilities:

The Chief Irrigation Design Engineer will lead and supervise the entire Water Resource Engineering activities and engineering team of program and subprograms at HQ level for performing economical design, which should meet throughout the completion of each project. Produce and recommend high quality solutions for projects, and be able to apply engineering knowledge and principles to devise innovative solutions to unique design problems. The Chief Irrigation Engineer will be part of senior management staff, and he/she will work under direction and supervision of director/deputy director of the program. The responsibilities of the Chief Irrigation Engineer include but are not limited to the following:

Prepare /review construction irrigation sub projects design. Ensure Standards/Norms of quality
Safety and review specialized sub project design.
Participate /assist and lead engineering team including draftsmen and preliminary     Assessment, planning, surveying, formulation, and Irrigation design of irrigation project.
Familiar with flow measurement technics and instruments.
Familiar with estimation of crop water requirement and water use efficiency technics.
Providing drawings for all structures of the irrigation designed projects.
Preparing of specifications for Irrigation Project.
Revision of design for Irrigation projects.
Prepare Civil engineering designs based on the recognized standards, relating to new/upgrades Irrigation RCC structures.
Review extra work or variations order requests and provide recommendation to the programme and department.
Willing to travel and be on the site on need basis.
Prepare Bill of Quantity to reflect the items of work necessary for contracting the work to Bidders.
Produce work plan using Bar Chart to include it in the bid documents
Execute survey, design, drawing, estimate and other necessary works for civil and Irrigation engineering infrastructure development like culverts, Intake .......etc
Define technical resource requirements for successful project execution.
Maximize team performance using standard processes.
Work closely with program and sub programs engineering team and tight deadline to ensure that engineering standards are maintained.
Coordinate guide and giving technical instruction to Engineering team for conducting survey, design and feasibility studies of the selected large and small infrastructure projects.
Guide and help with Irrigation design engineers for initial review of conducted technical survey of proposed infrastructures projects to ensure that the survey is optimum for further design.
Support Engineering team for providing guidance on design, construction and Quality control of projects.
Organize in a systematic way and contribute effectively to the improvement or modification of the existing engineering manual, methodology and guidelines with update technical and engineering documentation.
Keep communication with the field technical staff to identify their engineering needs, and will organize the deployment support of engineers to these areas.
Establish the schedule, methods and procedures to engineering team for improvement of technical standards, technical trainings, technical guidelines and technical specifications.
Work with Irrigation team to develop safe, efficient and effective projects that will fall within the budget.
Coordinates the engineering team, assigning short and long term goals for successful completion of the project’s plan.
Manages the Irrigation Engineering team and oversees training for existing and new employees.
Review Final check and verification of technical proposals of infrastructure subprojects (Roads, Bridges and Irrigation projects).
Providing technical reports to director/deputy director of the program
Provide technical assistance to HQ engineers for improving their technical capacity
Doing annual performance evaluation of program and subprogram engineers
Participating and contributing  in top management meetings
Timely respond to the top management of program for providing and fulfilling any technical tasks and assignments.
Participation of technical coordination meetings and presents necessary feedbacks and recommendations for all engineering issues
Technical coordination with Water Resource engineering managers in terms of sub projects survey, design ,implementation and technical problems solution
Technical coordination with other relevant departments, programs and other stakeholders
Providing monthly, quarterly and annual activities and targeted plan for HQ engineering team
Providing technical presentations, technical information and other requested technical data to the top management of program
Assign technical team for technical support mission to field and assistance with field engineers
Providing guidelines, policies and methodology for standard and smooth implementation of infrastructure subprojects
Perform any other project relevant activities and tasks assigned by top management.

Job Requirements:

Required Education degree/ Experience:

Having Bachelor  degree in Hydraulic structures, water resources engineering, hydraulic engineering  or related discipline with 5 years of Experience.
Experience meeting, corresponding with government officials, including regulatory and program partners.
Previous experience in hydraulic and structural design of different types of bridges and irrigations structures.
Have ability to support design engineers in designing of complex and large scale projects of irrigation, road and bridge
Have motive talent and qualification in positive changes in the relevant field
Experience in managing and designing large, medium and small Hydraulic structures.
The candidate should have high level of Planning, Problem solving, analytical, team building and training skills.
Having satisfactory experience in rural developing and community based programs
Having full knowledge and experience and technical survey of medium and large scale projects of irrigation and road and bridge
Must have previous experience as a head of engineering section and in technical staff management 
Must have technical knowledge and ability to establish and develop technical guidelines, manuals, checklists, polices and technical forms
Must have knowledge, ability and experience in supporting of technical data staff in developing quantities and analyzable subprojects database 
Experience working in large scale irrigation, road and bridge projects
Must have experience leading teams of individuals in irrigation and road and bridge field.
Must have full knowledge in useful engineering software’s
Writing skills and ability to develop written reports in both English and Pashto/Dari.
Ability to express ideas concisely and clearly preferably in both English and Pashto/Dari.
Ability to use personal computers and related engineering software’s
Expert speaking, writing, consulting and training skills.
Considerable interpersonal skills, including the ability to establish and maintain effective working relationships with others.
Ability to work independently to meet critical and competing deadlines to produce high quality work in short timeframes.
Ability to work productively with others as part of a team.
Should have an engaging personality.
Can inspire confidence and can communicate effectively.
Familiarity with governmental functioning.
