About RPCO/MRRD:
The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. RPCO created a platform for sustainable community - based participatory irrigation infrastructure rehabilitation and development to increase farmers’ access to irrigation systems. The Goal of RPCO is to reduce poverty through implementation of productive infrastructures in rural communities. The purpose is poverty alleviation - enabling people to break the cycle of poverty, which begins with lack of opportunity, low income, extends to the well-known miseries of economic and nutritional poverty and leads new generations to endure the same conditions.
Job Description:
Specific functions of the position:
Processing all payments through petty cash and monthly bank reconciliation.
Managing payroll, preparing monthly payroll and print wage statements for distribution to staff.
Contributing to the development and maintenance of financial systems and processes.
Ensuring that all transactions with the PMO, but not limited to, petty cash and expenditures are reconciled with PMO at least on a monthly basis.
Ensuring financial accounts and procedures for the implementation of project are maintained properly and in timely manner.
Working with PMO to ensure that all past and future expenditures are correctly debited to the program various relevant accounts and prepare a full reconciliation against work plan(s) and budget.
Maintaining statistics and ensuring availability of funds (petty cash) in accordance to project payment schedules and stepping to timely clearance with PMO and new request.
Regular reporting on incomes and expenditures.
Monitor the financial issues.
Review all financial reports against expected outputs based on the agreed work plan, and correlating financial reports with program progress reports. Advising and proposing corrective actions, as necessary, including the re-phasing and realignment of activities and budget.
Assist PRRDs to increase their capacity for financial management, including expenditure monitoring.
Assist partners (communities) to increase their capacity to administer project funds.
Perform day-to-day administrative tasks including preparing letters and documents, receive and sort mail and deliveries, schedule appointments.
Administer the office ordering and maintaining office supplies, maintenance of office equipment e.g. photocopier, printer, telephone etc.
Organize meetings for the staff and management team.

Job Requirements:
Requirements: academic qualification / technical skills and work experience
Bachelor degree in finance, for master degree will be give preferred
Minimum 4 years relevant professional experience in a financial management position working with NGOs, Banks, Ministries, international organizations (Preference will be given to government experience holder)
Strong experience in cash flow, cash management and bank reconciliation)
Excellent literacy skills in local Dari and Pashto languages as well as in English
Excellent computer skills (Word, Excel, etc.)
Demonstrated strong writing skills
Proven management skills
Excellent communication skills: demonstrating openness in sharing information and keeping people informed
Ability to set priorities and manage time effectively.
Ability to work both independently and as an effective team member
Respect for diversity: working effectively with people from all background
Integrity: demonstrating the values of the Program and MRRD in daily activities and behavior and not abusing power or authority
