The Government of Afghanistan (GoIRA) launched the Women’s Economic Empowerment National Priority Program (WEE-NPP) on March 8th, 2017. The WEE-NPP forms the third pillar of the GoIRA’s Gender Strategy which is encompassed in the broader Afghanistan National Peace and Development Framework (ANPDF) – the country’s five-year development plan. The WEE-NPP aims to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It is structured as an umbrella program (rather than a stand-alone project/operation) that would operate through over a dozen line ministries (through ongoing or pipeline projects) and coordinated through a Program Coordination Office (PCO) in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD).

The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is implementing the Women Economic Empowerment Program (WEE-RDP) to ensure the social, economic, and political well-beings of rural society, especially with the poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs (Citizen Charter, Sustainable Economy Growth and the Boarders Sustainable Development) defined as the MRRD pillars.

Women Economic Empowerment-Rural Development Project (WEE-RDP) is a flagship national initiative of the GoIRA and part of the Sustainable Economy Growth pillar of MRRD, which intends to increase social and economic empowerment of rural poor women in selected communities during a five year project. It would work in 5000 villages in all 34 provinces across Afghanistan in close collaboration with Citizen Charter (CC) and assuring convergence with other MRRD projects, NHLP project of MAIL, Access to Finance project (TUP) of World Bank, etc. The project will work closely work with Micro Finance Institutions (MFIs) and other stakeholders from financial sector to promote access to finance in selected rural areas.



The Executive Director (ED) is the key management and leadership position for WEE-RDP for the Ministry of Rural Rehabilitation and Development (MRRD), Government of Afghanistan, the World Bank, bi-lateral donors, and other key stakeholders for the development and the implementation of WEE-RDP. The duties of the ED shall include:

Duties and Responsibilities

The Executive Director (ED) shall be responsible to the MRRD leadership in order to fully and successfully implement the objectives of WEE-RDP and work to fulfill the requirements of the Afghanistan National Development Strategy. This will require visionary leadership and management of the implementation of the program and staff of WEE-RDP on behalf of the Government of Afghanistan. Specific duties will include:

Management and leadership for the strategic planning and implementation of the program in accordance with the financing agreement and the project paper;

Reporting to the Steering Board and the MRRD senior leadership;
Management and leadership of WEE-RDP senior management;
Ensuring the accountability and transparency of WEE-RDP operations;
Ensuring coordination of WEE-RDP activities and operation with the Women’s Economic Empowerment National Priority Program (WEE-NPP) and other GoA and Donors’ economic development activities and initiatives;
Liaising regularly with the program’s current and future donors and supporters
Initiating and leading development of projects and sub-projects under the program and
Playing the role of the primary representative and advocate for the program with all external parties
Actively contributing to resource mobilization and managing the effective utilization of the existing resources;
Developing the capacity of teams to ensure successful delivery of program outputs/outcomes.

These duties will be included but not limited to the following:

Play an active role in leading the strategic planning and management of the WEE-RDP including the regular periodic review of the mission and vision statements of the program;
Lead the development of a 5 years strategic plan of WEE-RDP followed by an annual performance agreement, as agreed with the WEE-RDP Steering Board;
Establish close linkages and relationships with key stakeholders of WEE-RDP, (donors, organizations, Government departments and counter parts) to ensure that the work of the WEE-RDP is properly understood and advocated;
Prepare and ensure the accuracy and timely submission of the reports as mandated by the WEE-RDP Steering Committee; the MRRD high officials such as the Minister, Deputy Minister for Programs; the World Bank; bi-lateral donors; and the MoF;
Provide guidance and advice to the WEE-RDP Steering Board and the MRRD senior leadership on the issues of WEE-RDP program management, progress and status;
Lead the development of the rural enterprise policy environment for the program in the context of Afghanistan and its implementation through the advocacy mechanisms provided by the WEE-RDP Office of Enabling Environment and the Afghanistan Enterprise Development Council;
Ensure that the program is implemented with full integrity, accountability, and transparency, abiding with the anti-corruption, anti-harassment, and safeguards provisions of both the GoA and the World Bank;
Develop and establish a strategic approach which measures overall program impacts, including establishing performance monitoring indicators and measurement systems in conjunction with the various thematic personnel.
Identify gaps in policies and operational procedures as well as bottlenecks that hinder project implementation and achievement of program goals and recommended appropriate solutions.
Present WEE-RDP at a National and International level on behalf of MRRD;
Lead the development of policy to ensure the effective and efficient running of the Program and oversee the preparation and implementation (institutionalization) of policy manuals for: Program management, Operations; Training; Financial Management; Human Resources; Procurement; and Administration;
Ensure the compliance of WEE-RDP operations and program management with the laws and regulations of the Islamic Republic of Afghanistan;
Ensure the financial probity of all WEE-RDP operations including the approval of eligible expenses according to GoA, World Bank and all bi-lateral donor requirements;
Provide leadership to develop, set and advocate the organizational climate/culture and the work ethic of the WEE-RDP;
Work in close collaboration with the other programs of MRRD, especially MISFA and CCNPP
Develop and maintain program information and management system that is responsive to the needs of the organization at multiple levels.
Supervise, mentor, and provide professional guidance to WEE-RDP management staff at the central level at WEE-RDP headquarters and the regional level for provincial field offices;
Undertake any other duties related to the job as directed by the MRRD senior leadership and WEE-RDP Steering Committee.

Job Requirements:

Knowledge/Experience, Qualifications/Skills and Abilities Required


Experience in the development, conceptualization, management and leadership of the implementation of development programs, where experience in women’s economic empowerment and rural enterprise development in Afghanistan is highly desirable;
experience in developing country specifically in the areas of program management;
Previous experience with self-help groups (SHGs), women’s livelihoods, and/or enterprise development projects is a plus.
A strong and detailed understanding of the program design, implementation modalities especially around social mobilization, formation of SHGs and Enterprise Groups, and experience working with women in rural Afghanistan; 
Academic knowledge in the field of Rural Development, Rural Enterprise Development or Agribusiness;
Experience in the management of the program development initiatives and design from inception to implementation;

Knowledge of management systems including: Operations; Finance; Human Resources; Procurement; Contracting and Administration within a GoA context and within a project-based environment;
Proven experience of resources mobilization and effective management of program resources;
Knowledge of GoA, World Bank and bi-lateral donor systems and requirements;
A good understanding of World Bank Financial Management, Safeguards, and Procurement procedures;
Knowledge of private sector development, enterprise promotion and rural financing is an advantage



Advanced university degree in field of economics, development studies or program management; PhD/Master in Rural Development, Business Administration, or Agribusiness would be preferred.
Doctorate degree with 3 years relevant experience, Master degree with 5 years relevant experience or bachelor degree with 10 years relevant experience
Highly developed management and organizational leadership skills for development and implementation of development programs where experience in Afghanistan is highly desirable;
A good understanding and experience on how to develop strategies that can encourage women at the community level to engage in livelihood and enterprise development activities;
Experience having worked and managed large donor/World Bank financed projects would be preferred;
Strong strategic planning and development skills and a demonstrated ability express a vision and work towards materializing it;
Excellent communication skills, both written and oral and a demonstrated ability to advocate and speak for the program;
Well-developed computer skills including Word, Excel, PowerPoint and the Internet.
Written and spoken fluency in Dari and Pashto, as well as in English is must;
Demonstrated interpersonal and team skills, representation and negotiation skills including diplomacy and tact.



Ability to work in a high-pressure environment;
Ability to multi-task and work under pressure;
Ability to work independently and also as an effective team member;
Ability to manage a highly diverse staff of national and international professionals;
Ability to use the recent technology for the management and success of WEE-RDP;
Must be willing to travel throughout Afghanistan;
Professionalism in appearance and demeanor; and

Ability to lead and manage large development program.


Reporting Relationship

The ED would report to the Deputy Minister for Programs, MRRD.
