About IFAD/RPCO/MRRD:
The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, lack community based disaster risk reduction infrastructures and insufficient potable water.
Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).  
Job Description:
Duties & Responsibilities
Recognize that the project has a “build-back-better” philosophy, and ensure that all infrastructure designs are consistent with this philosophy.
Establish the schedule, methods and procedures for the review and preparation of detailed engineering design and construction drawings of the bridges, culverts and other structures for the project.
Consider available data on topography (topographic maps, stereoscopic aerial photography), storm duration, rainfall statistics, top soil characteristics, vegetation cover etc. so as to assess the catchments area and hydraulic parameters for all existing and proposed drainage provisions.
Obtain information on high flood level (HFL), low water levels (LWL), discharge velocity etc. from available past records, local inquiries and visible signs if any, on the structural components and embankments to check the design of the bridges and road structures.
Ensure that the assessment of the load carrying capacity or rating of existing bridges have been carried out to ensure they are safe for the design axle load.
Review the General Arrangement Drawing (GAD) and Alignment Plan showing the salient features of the bridges and structures proposed to be constructed/ reconstructed along the road sections, such as alignment, overall length, span arrangement, cross section, deck level, founding level, type of bridge components (superstructure, substructure, foundations, bearings, expansion joint, return walls etc).
Ensure that the design finalized is based upon hydraulic and geo-technical studies, cost effectiveness and ease of construction and design of protective works, slope stabilization measures, erosion control measures, land slide control/protection measures snow drift control/snow clearance measures, avalanche protection measures, if required have been included.
Review and approval of the detail construction schedule of bridges and rural roads in consultation with the Deputy Director/PIU head.
Establish schedule, methods and procedures for review of the construction of bridges and rural roads.
Review geotechnical investigation requirements of the bridges and rural roads in the project.
Review the design of shuttering and scaffolding for its safety during construction of bridges.
Prepare a suitable organization structure for quality control in consultation with quality engineer expert.

Any other task as assigned by the Director/ Deputy Director/ PIU Head. 
Job Requirements:
Qualifications/ Experience, Skills & Abilities Required:
Bachelor’s degree (Civil Engineering- Road and Bridge) with 4 years related experience
(Preference will be given to Masters)
Ability to prepare various operational plans of the organization or project.
Having specific skills in related technical field.
Experience in development, data collection and assessment of Irrigation projects required.
A background in the preparation of mapping for engineering Irrigation project’s needs.
Fluency in the English language is preferred.
Ability to use computers and have the knowledge of GIS, MS Office and Auto CAD, water CAD etc. and ability to use modern survey instruments.
Familiar with the project management cycle, supervision and monitoring of the works.
Experience working with international organizations and NGO at least 3 years.
Ability to work independently and with minimal guidance and lead and guide others
Ability to supervise other national professional and administrative staff.
Fluent in Dari and Pashto.
