Background

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support programs in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).

 

           Duties & Responsibilities

  • Assist in project Progress follow up with the project staff.
  • Work with program, Finance, admin, HR, quality control, IT and procurement to speed up the administrative process.
  • Assist in updating PPMS and MIS system of the project by working closely with M&E and MIS team.
  • Assist coordination of provincial missions to PIU office staff with Administration team.
  • Assisting in Coordination of program activities with finance, program, M&E , PIU and top management,
  • Assist in organizing of coordination meetings among representatives of MRRD, donors, development agencies, government ministries and other stakeholders and follow up on decision making and actions to be taken.
  • Taking the minutes of the meeting arranged within the program level.
  • Assisting in filling and record keeping of all program related incoming and outgoing letters and correspondences.
  • Assisting of proper documentation and filling of project documents to be available on time for audit or other requirements.
  • Maintain a good coordination and communication as Liaison between different departments.
  • Other duties and responsibilities as assigned by project Manager/deputy director/Program Director.

Qualifications/ Experience, Skills & Abilities Required:

  • Bachelor Degree of Management, Economics, Accounting, Social studies, Information Technology, Computer Sciences, Agriculture or any other relevant field.
  • Fresh graduates
  • English language in both writing and speaking required.
  • Excellent communication skills, excellent Pashto/Dari & good English. (Written Skill/ reading/ spoken)
  • Computer knowledge, (Windows, MS Office, Internet)
  • Willing and ability to travel to the field.
  • Ability to write in a clear and concise manner and to communicate orally & effectively

  • Reports directly to Project Manager.
