About Ru-WatSIP/MRRD:

Rural Water Supply, Sanitation and Irrigation Programme (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national program. The main responsibility of this Program is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country.

In this programme donors such as UNICEF, MoF and SAARC are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

Recently Ministry of Rural Rehabilitation and Development/ Rural Water Supply, Sanitation and Irrigation Programme, through MOF funding launched National large scale project as construction of Qadis Khordak Water storage Dam for the purpose of water resources management, flood control, land irrigation and environment protection in Qadis district of Badghis province. The implementation will be carried out by construction company (CC) where the daily supervision and regular monitoring is being done by Ru-WatSIP/RRD technical Team.

To ensure that the projects are implemented with quality and planed objectives as per the project document, there is need for hiring a Chief Engineer

Job Description:

Duties and Responsibilities:

Responsible for the overall management of the contract in accordance with Contract procedures and regulations
Check and give approval for any technical documents  before implementation 
Responsible for the completeness, quality and timely submission of project reports
Monitor project progress and take action to address shortcomings. 
Ensure facilities to be provided by the Ministry are available as required
Overall responsibility for financial control, withdrawal applications, payments, etc issues of the Project.
Co-ordinate project activities and maintain a high level of co-operation and commitment from the various stakeholder including the contractor, MRRD and associated ministries, local authorities, NGOs, traditional leaders and affected communities.
Ensure the works construction in accordance with contract standards.
Work with the district liaison committee to (i) ensure the community’s requirements are incorporated into the designs; (ii) address problems that may arise during the construction phase; (iii) seek support for implementing the reticulation system. Co-ordinate measurement of quantities and prepare monthly payment certificates. Control expenditure and prepare budgets in accordance with MoF regulations.
Contract administration, preparation of instructions, variation orders (within financial limits), etc.
Approve materials and equipment to be installed by the contractor.
Manage and direct the team of construction supervision engineers; collate daily diaries and prepare monthly progress reports for Deputy Minister (………).
As assigned, train other staff, including other engineers, who may serve a backup role or ultimately succeed the employee
Paying regular visits to the sites as and whenever requested/required.
Collect and disseminate information, make presentations to MRRD officials for solving challenges and better planning of future construction issues
Prepare and deliver daily, monthly, quarterly or any other contractually required progress report
Any other tasks assigned by the related supervisor.

Job Requirements:

Required Qualifications, Experience & Skills according to (NTA):

Master degree with 5 years working experience or Bachelor degree with 7 years relevant experience in civil engineering.
Civil engineering experience with managing, controlling and monitoring construction projects. . 
Enough knowledge of planning, controlling construction projects
Enough knowledge of cost controlling and reporting.
Enough knowledge of updating the construction schedule
Having excellent knowledge of project management and reporting skills.
Ability to lead diverse technical and administrative teams.
Know relevant engineering softwares. 
Ability to work well in difficult environments and work with different stakeholders;
Outstanding interpersonal and team management skills and communication skills in English. Working knowledge of Pashto and Dari

Reporting line:

The Chief Engineer will report to Project Manager
