About RU-WatSIP / MRRD:

Rural Water Supply, Sanitation and Hygiene Promotion Program (Ru-WatSIP) is working in the structure of Ministry of Rural Rehabilitation and Development MRRD as one of the national Program. The main responsibilities of this department is provision of safe potable water and sanitation facilities as a basic need for allover rural inhabitants in the country

In this program donors such as USAID, UNICEF, UNHCR, SDC, DFID, Japan Embassy, UAE and UNDP are providing financial assistance to MRRD for capacity building and implementation of water supply projects.

Recently Ministry of Rural Rehabilitation and Development/ Rural Water Supply, Sanitation and Irrigation Programme, WatSIP and MOF launched joint projects on Drinking Water Supply, Sanitation and Hygiene Promotion in different provinces. The project is funded by MOF. The implementation has been outsourced to (CDS’a and DDA’s) where the daily supervision and regular monitoring is being done by Ru-WatSIP Technical Team.

For ensuring the objectives set in the project document are being achieved through the planned activities in provinces, there is need for hiring WASH Officer.

Job Description:

Duties & Responsibilities:

·         Visit the selected schools, HCFs and community, so that they are in line with the WASH guideline, and the proposed facilities for the institutions are justifiable and have complete Database for selected school, HCFs and proposed villages.

·         Ensure quality implementation of activities through frequent field visits and close supervision and monitoring (150 new bore wells, 10 pipe schemes, rehabilitation of 80 well and 200 model latrine in community and construction of 500 new sanitary latrines/wells and 100 rehabilitation latrines/wells in the schools, 30 HCFs and communities of targeted provinces in CR).

·         Prepare monitoring reports/ mission reports of the visited project sites.  Through frequent interaction with counterparts, discuss appropriate and practical issues in regard to improvement of water and sanitation technology infrastructure as part capacity building of counterparts.

Support, facilitate and monitor hygiene facilities (SLTS and CLTS) in schools and community focused on hygiene and practices programs held in schools and community, 500 teachers and master trainers trained on improved hygiene behaviors   through day-to-day contacts.
Facilitate Training and orientation of CDCs, DDAs, CHWs, CHSs, SMCs, PTAs, Teachers and Religious leaders (Mulas) on the safe sanitation and delivery system and hygiene promotion practices leading to behavior changes for controlling diarrhea and other communicable diseases.
Work closely with Hygiene promoter focal points and provincial RRD, DoE and DoPH and provincial project officer within UNICEF to ensure timely implementation of planned WASH activities and organize joint monitoring.
Facilitate and support Production Center (Sanitary Mart) and masons training on construction of hygienic and cost effective delivery system (latrines) in the community.
Support community based O&M system and promotion of bio-sand water filters in CR selected Province.
Support selection and training of social mobilization for creation of demand for hygiene practices (sanitation) through NGOs or RRDs in the selected villages.
Facilitate and support to timely technical assessment & monitoring of project implementation and functionality of WASH facilities and review of technical assessment done by provincial RRDs of projects,

Any other duty requested by MRRD and UNICEF relevant to the mentioned position.

Job Requirements:

Required Education/Degrees/Skills:      

 Bachelors level qualification in civil engineering and hygiene promotion.
Related field experience in program implementation, supervision, monitoring and evaluation are essential.
Four (4) years progressively responsible professional work experience in WASH related works.

Good verbal and written communication in Dari/Pashtu and English are required

Good analytical, negotiating, communication and advocacy skills, report writing skills are required.
Good computer knowledge, knowing Windows programs (e.g. Word and Excel)

The WASH Officer will report to Project Manager.
