The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

According to Afghanistan National Development Strategy (ANDS), Comprehensive rural Development (CRD) is prioritized as a core approach toward socio-economic development; CRD is a complex process of change in rural sub-systems leading to desired progress in rural welfare and improve rural life.  It is an approach which not only includes economic change, but also requires development of human resources and social structure. Effective implementation of CRD requires intensive research activities and training to wide ranges of institutions from local level to various categories of government and non governmental agencies.  Ministry of Rural Rehabilitation and Development (MRRD) has decided to establish IRD as the national nodal/apex agency to act as think tank and capacity building arm of the MRRD.  Accordingly, IRD re-established in 2006 and has started functioning since 2008.

IRD is mandated to support the implementation of Comprehensive Rural Development toward socio-economic development and poverty alleviation in Afghanistan through providing training/education services, research and policy inputs and dissemination of results and findings to stakeholders. Additionally, IRD is mandated to disseminate more accurate information and reliable knowledge regarding the current status of rural life in Afghanistan & better understanding of rural development process, its impacts, trends through continuous research and assessment to inform policy makers and concerned stakeholders. On the other hand, currently IRD implement many research, information dissemination and capacity building projects and activities on national and sub-national level even on district level with financial support of some donor agencies to reach the mandates.

IRD works under the Local Governance Pillar of MRRD and based on the strategic objectives, the current Organizational Structure of the Institute consists of five main sections including Training and Education Unit, Research and Policy Unit, Survey Unit, Information Dissemination Unit, Rural Technology Park Unit and Scholarship and Fellowship Management Unit. The entire mentioned sections are properly operated and at the time.

Job Description:

The main purpose of the assignment is to translate and edit Institute of Rural Development (IRD) official documents, articles, modules, training materials, monthly, quarterly and annual reports from English and Pashto to Dari and vice versa. The Senior Editor and Translator is responsible for:

Translating and editing documents from English and Pashto to Dari and vice versa in a high quality, easy to understand and accurate manner.
Translating and editing all text within a document, modules, chapters and articles including text contained in figures, boxes, captions, sources and covers.
Incorporating suggested changes by IRD to the translations.  
Using accurate and appropriate technical terms and terminology during the translation of documents, reports, modules and chapters.
Ensuring the quality and accuracy of the all documents, reports and chapter before submitting it to IRD leadership board.
Meeting agreed deadlines for submitting translated and edited documents. The agreed deadline will be negotiated for each task.
Reviews, edits, proofreads, finalizes and approves translated documents.
Oversees and manages program-related documents and translation work flow.
Interprets expertly during meetings, conferences and seminars.
Assists in developing, writing, editing and translating training materials.
Must translate or edit a minimum of 4 pages/day and respect deadlines.
Acting and perform duties in a professional manner at all times,
Being able to work under pressure, with a flexible attitude,
Note: If the quality of the translation and edit was not as per IRD expectation that will directly affect the contract.

Reporting Line

The Sr. Translation, Compilation and Edit officer will report directly to the Head of Education & Training Unit.

Job Requirements:

Sr. Translation, Compilation and Edit officer expertise and skills:

Bachelor degree of Literature,  Business Administration, Public Administration, Education or a degree which is relevant to MRRD’s sector services and Projects.
5 years progressive experience in professional written translation and edit.
Demonstrated experience in translating and editing professional documents.
Experience in translating and editing documents for news agencies, TVs or any other media and understanding of UN, governmental organizations and NGO’s work and Programme.
Outstanding translation and editing skills in Pashto, English and Dari.
Experience in translating and editing issues relating to Rural Development, Capacity Building, Education, Health, livelihoods, gender, community development, etc.
Having high quality of editing skills in Dari texts.
Fully proficient in computer skills.

Performs other tasks and functions as directed by his/her supervisor.
