The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over a 10-year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital.



The Small and Medium Enterprise – SME Development Unit Manager will implement component B of the program, i.e. Small and Medium Enterprise Development unit. The SME Development unit manager will be the overall responsible for the implementation, management, coordination, presentation, and communication of the SME Development unit. Furthermore, the SME Development Unit Manager will be planning, budgeting, and assisting the roll-out of the program to the targeted provinces of the program in the current and coming years. 

Job Description:


i.Manage development and updating of documents for the SME unit such as Manuals, guideline strategies (marketing, etc)

ii.Facilitate development of annual, quarterly, and monthly work plans for the SME Development unit;

iii.In coordination with the finance and budgeting unit, develop annual budget for the unit;

iv.In coordination with the procurement unit, develop annual procurement plans;

v.Mentor the SME Development unit staff, both at head quarter and provincial levels;

vi.Carry out performance reviews of the SME Development Unit

vii.Provide technical advice related to SME Development at various levels;

viii.Coordinate with the Community Enterprise Development unit, Access to Finance unit, and Training unit on various issues in order to ensure smooth implementation of the SME Development unit;

ix.Participate in various meetings, both internal and external, to represent the SME Development unit;

x.Compile annual, quarterly, and monthly reports of the SME Development unit;

xi.Create strategies for partnerships with stakeholders and partners at various levels;

xii.Provision of policy advisory services to the senior management of the program on the issues concerning the SME Development unit;

xiii.Identify further areas of interventions and support   within the assigned unit;

xiv.Establish and implement the Result Based Management system for the SME Development unit;

xv.Ensure effective management of the SME Development unit focusing on quality control from formulation to implementation stages;

xvi.Financial and programatic monitoring and evaluation of the SME Development component, identification of operational and financial problems and thus development of solutions;

xvii.Identification of sources of information related to policy-driven issues;

Identification and synthesis of best practices and lessons learnt and linkages to the SME Development unit interventions;
Conduct, arrange, or facilitate exposure visits for targeted SMEs countrywide and internationally;
Develop the capacity of head quarter and provincial SME Development unit staff by providing them with supervision and advise related to their work, on the job training, and off the job training;
Perform any other relevant assignment as required. 

Job Requirements:



i. Bachelor’s degree with 5 years’ experience in business and SME support programs. For Master’s degree is preferred. 

ii.Experience in managing development programs; analyzing and evaluating effectiveness of programs.

iii.Good management skills for staff, systems, and planning.

iv.Practical experience in a business, either personally owned, or family business.

v.Experience of living and working in a rural area, with an understanding of unique difficulties faced by Afghanistan’s rural communities.


vi.Qualification: Required a University degree in Business Administration, Rural Development, Economics, or relevant field. a Master’s degree in Business Administration, Rural Development, Economics, or relevant field is preferred.

vii.Should have a demonstrated interest in rural development and should possess a sound understanding of development organizations’ general procedures.

viii.Knowledge of MS Office and internet packages

ix.Excellent communication, team working and problem solving skill.

x.Strong strategic planning and development skills. 

xi.Demonstrated interpersonal and negotiation skills including diplomacy and tact.


xii.Must be willing and able to work beyond office hours depending on requirement;

xiii.Must be a self-starter with excellent teamwork skills.

xiv.Ability to work in a high pressure environment;

xv.Professionalism in appearance and demeanour;

xvi.Willingness to enhance knowledge through training and personal initiative; and,

xvii.Willingness and ability to travel in rural areas of Afghanistan.


Reporting Relationship:

Report to Director Operations and to the AREDP Senior Management team.
