About Regional Programs Coordination Office/MRRD:

More than a quarter century of conflict compounded by repeated natural disasters has left Afghanistan as one of the poorest countries in the world. According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, rural development is therefore seen as a crucial sector for the development and stability of the country. Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB). The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs).

Job Description:

Act out as a security focal point for all the staff within the project site.

Establishment of the send & receive report system.

Channeling the security reports to head of PIU and security at his earliest.

Supervision of the outside visitors and tracking their identity.

Assist with the body search procedure (if applicable) during large number of visitors.

Conduct briefings for the local as well as international staff.

(If applicable) Gather security and safety related information and disseminate between the authorized staff.

Keep in touch with INTL reliable source of info. Use of his reliable INTL source for the project support. Advice the Road Missions on changes related to OPS & security.

Overall responsibility for Security communication systems including training, and procedures for use. Good writing report skills of English, Dari and Pashtoo.

Advance preparation and suitable coordination of road missions & visits.

Keeping record of the all the security issues on a proper filling system.

Any other security related tasks which may refer by the Security unit.

Required security trainings for the guards and drivers.

Keep record of all SEC daily activities and reporting to the SEC Adviser at Kabul.

Capable of working under pressure and able of getting decisions during emergencies.

Job Requirements:

Bachelor degree in related field (police academy, security management, Military Academy) or BBA, Social Science, Law and Political Science, Management.

Priority to Related Field of study. Certify of security short terms courses.

3 years’ experience on the related fields.

Good knowledge of communication with the public.

Office required knowledge of computer.

Discipline and polite.
