About AREDP/SEJ/MRRD:

The UN Entity for Gender equality and the Empowerment of Women in Afghanistan (UN Women) was established in 2010 to address the challenges facing women, providing them with a powerful voice at the global, regional and local levels. UN Women has been working in Afghanistan since 2002 (as UNIFEM until 2010).  

MRRD’s mission is to ensure the social, economic, and political welfare of rural  society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods

 MRRD launched Afghanistan Rural Enterprises Development Program (AREDP) in 2010 to nsure the social, economic, and political well-being of rural communities, especially the poor and the most vulnerable, while stimulating the integration of rural communities within the economy.

AREDP strengthens the private sector through integrated, value chain, top to bottom knowledge based interventions, bottom to top community enterprise development and address credit and capital needs on all levels and in all locations. Women mobilization, participation and empowerment has been the key strength of AREDP                    .                          

In 2016 UN Women has launched the Program on ‘Survivors Empowerment Journey’ (SEJ) aiming at ending violence against women.  This Program is a collaboration between the Government of the Islamic Republic of Afghanistan (GoIRA) and UN Women Afghanistan Country Office (ACO). The Ministry of Rehabilitation and Rural Development (MRRD) and UN Women signed the partnership agreement for the implementation of the SEJ Program component 1 on ‘Community mobilization for prevention of violence against women (VAW)’.   The Program applies a comprehensive and holistic approach that works to change the structure and norms, which perpetuate violence, while also providing services that help survivors escape the violence, rebuild their lives, access to justice and economic opportunities. This is consistent with the National Action Plan for the Women of Afghanistan (NAPWA), National Action Plan for Women, Peace and Security (WPS) and Sustainable Development Goals (SDGs) of gender equality and empowerment of women. It is also in line with the goals articulated in GoIRA’s commitments to Self-Reliance through Mutual Accountability Framework (SMAF).   SEJ Program’s strong focus on partnership building aims to ensure effective implementation and serves to promote cooperation and coordination between government, CSOs and local communities.   

Job Description:

Duties and Responsibilities

Under the overall supervision of the Provincial Manager the Provincial Facilitator exercises overall responsibility for implementing SEJ Program Component 1 interventions at provincial level.    She/he works in close collaboration with the program and operations team of UN Women Afghanistan Country Office (ACO), Government and civil society partners ensuring successful program implementation.  

 

Description of Key Functions:

Program Facilitation:

Facilitate effective and smooth implementation of planned SEJ activities at provincial level;

Contribute to work planning by providing provincial level information for setting specific provincial targets and milestones in line with the overall Program’s results framework;
Contribute to the effective functioning of Program monitoring system, develop provincial level monitoring reports and recommendations for post-monitoring follow up,  suggest necessary adjustments as per the monitoring findings;
Provide guidance and support to Village Mobilisers in conducting village baseline collection and development of Village Profiles, linking it to the provincial level Program monitoring system
Contribute to the timely preparation of quarterly and annual progress reports and organize, correspondingly, monthly and quarterly progress reviews at provincial level;
Ensure effective use of resources in compliance with UN Women rules and procedures as well as with donor requirements at provincial level

 

Capacity Development:

Provide guidance to Village Mobilisers in conducting training needs assessment of Change Champions and Self-Help Group members and support to the development of a Capacity Development plans
Liaise with Kabul team to inform on and ensure effective implementation of Capacity Development plans – lead  the preparation and conducting trainings at provincial level, including logistical arrangements
Lead provincial level process of monitoring Capacity Development plan’s implementation,  review monitoring reports, develop recommendations and implement follow up actions

 

Support to Village level activities:

Lead partnership building with provincial and district partners for to ensuring support to village level activities
Provide guidance to Village mobilisers for to ensuring building constructive working relations with village leaders for organizing and conducting community level activities
Provide technical assistance in conducting Visioning workshops, ensure quality control of the work done by Village mobilisers in the visioning process
Lead the process of HeForShe campaign at provincial and district levels, including activities related to the production of Radio Drama on EVAW; series of talk-shows (radio/TV) to discuss the issues raised in Drama; inputs to the production of posters/ comic strips to advocate the messages from Drama
Provide guidance to baseline collection and tracking a progress on the level of positive changes in villagers’ perception of gender roles leading to new set of norms and beliefs that promoting equality and non-violence in the community and families
Provide guidance for the full range of interventions on self-help groups formation and strengthening for to ensuring that  women from vulnerable families improve their livelihoods and enhance voices in community initiatives
Provide guidance for the establishment and strengthening of Village Savings and Revolving Fund (VSRF) based on the review of village context and existing financial mechanism.  Technical assistance for to ensuring effective functioning of  VSRF governance mechanisms and financial management for providing revolving funding to the members of SHGs. 

 

Support to Village Fund for Equality and Prosperity

Provide guidance on the establishment of the Fund at village level to help to accumulate community capital for joint community initiatives.
Support in conducting interventions  on capacity strengthening of GEF Governance mechanism (governance body, management system, and social audit for GEF expenses check/and balance)
Lead provincial level  advocacy and partnership building to support resource mobilization for the Fund

 

Coordination with SEJ team

Liaise with SEJ team (Kabul) to define partnership opportunities at district/provincial levels with the organizations, which can extend support to the full range of community level activities

Coordinate linkages of provincial / village activities with other SEJ components and UN Women projects

Job Requirements:

Knowledge/ Experience/ Education/ Skills and required abilities

Knowledge/ Experience

Previous work experience in formation of same groups. Experience in same social project is an advantage
Knowledge of rural enterprise development, and or, village level savings in Afghanistan would be an advantage;
Knowledge of Gender equality and women’s rights
Enough Experience in information gathering, analysis, and reporting.

 

Education/ Skills:

Required education: Bachelor degree with 2 years of  relevant experience or baccalaureate with 4 years of relevant experience
Excellent communication skills to engage communities and develop the required level of trust to effectively implement project activities;
Fluency in written and spoken Dari, Pashto (some English skills would be an advantage);

 

Abilities

Strong team building, interpersonal and negotiation abilities including the ability to address sensitive issues with diplomacy, respect, and tact;
Ability to build positive working relationships with communities;
Ability to multi-task, be flexible, and perform in a demanding field based working environment;
Willingness to enhance knowledge through training and personal initiative; and
Willingness and ability to travel throughout Herat Province and other areas of Afghanistan as required.

Reporting Relationship required

Report to the Program officer of the (AREDP HQ) and accountable to the AREDP management.
