AREDP is a national government-led multi-donor funded program that jump-starts and facilitates private sector growth in rural Afghanistan. The program strengthens the private sector through integrated, value chain, top to bottom knowledge-based interventions, bottom to top community enterprise development and by addressing credit and capital needs at all levels and in Nangarhar, Parwan, Bamyan, Herat, Balkh and Kandahar. The key principles of AREDP includes supporting market orientation and linkages, sustainable businesses, improving coordination, building partnerships, facilitating client decisions, sharing best practices and vertical integration. AREDP is focusing on two components: Community-based Enterprise Development that provides knowledge-based and financial services to community-based rural enterprises; and Small and Medium Enterprise (SME) development which provides business advisory and financial services to rural SMEs. Under these two components AREDP undertakes Community Mobilization, Community-based Enterprise Development, Access to Finance, Small and Medium Enterprise Development, Business Development Support for SMEs, Gender Mainstreaming:, Environmental and Social Safeguards. During the year of experience AREDP experienced working with multi dimension and multicultural populations in the rural areas.

Throughout the last 7 years AREDP besides rural poor, as pilot has also included marginalized and deprived communities into program activities and strengthened their entrepreneurship capacity towards income generation and employment. The pilot on enterprise development for these communities proved to be a very successful model on creating sustainable jobs and impacting their social dynamics. AREDP has a proven track record of experience strengthening marginalized groups such as Person with Disabilities (PwDs and Koochies (Pastoral Nomads), Internally Displaced People (IDPs) and Returnees through a model of business incubation.

To develop Returnees income-generating activities from survival to strong and viable enterprises, they need to access the full range of business support services, information, and technical capacity to develop their productive assets, their land and their businesses. AREDP adopted the risk sharing strategy to develop their sustainable enterprises. During the period of this intervention Returnees will be supported with production, packing, packaging, branding, product placement assistance, and will be provided tools, equipment, materials, and other business resources as risk sharing approach, linkages with markets and AREDP supported and developed Financial Credit Institutions (Village Saving and Loan Associations) .

Job Description:

Duties and Responsibilities

The Business Development Services Provider (BDSP) will work in the “Returnees Enterprise Development (RED) Unit” at Provincial Level and provide expertise in supporting the initiatives of carpet based and other enterprise. The BDSP will work closely with other RED and AREDP technical staff to support carpet and other enterprises in opportunity identifications, business planning, resources mobilization, product development, marketing & selling, promotion and linkages for growth and profitability of enterprises. The specialist will establish and maintain relationships with a wide variety of market actors, as well as other development programs working in similar areas. She/he will work in close coordination and collaboration with the Provincial and Program Management Teams to ensuring successful program implementation.  Business Development Services Provider (BDSP) will:  

Conduct orientation and enterprise mobilization meetings and sessions in the targeted communities of the Returnees;
Support, facilitate and implementation of the enterprise development activities for creating employment opportunities for returnees in carpet and other business sectors;
Manage the implementation of the carpet and other business sectors enterprises Initiative;
Facilitate and support Returnees Enterprise Development Project Team and Returnees for mapping of business activities;  
Assist entrepreneurs in developing business plan and marketing & selling plan;
Develop marketing and selling plans for different value chain actors to increase income and employment. Plan marketing events and evaluate their success. Support Program Manager, VC Specialist and Enterprise Development Senior Officer in Marketing Activities, market linkages initiatives and product placement;
Develop and design material (Manual, modules, temple, formats, handouts, etc) and conduct capacity building classroom and on the job training;
Develop the capacity of the community by providing them with on time supervision and advisories related to their work, on job and off job trainings, mentor and handholding on enterprise development;

Develop concept notes for technical skills development training and organize training through AREDP supported SMEs;
To place products in the markets assist and facilitate EGs/entrepreneurs to develop linkages with the Urban National Markets, Business Persons, and Factories/Mills and also with the Exporters where applicable. Provide full information and monetization of these linkages and update all information in MIS database;
Provide technical assistance and entrepreneurial skills and competencies to selected MSMEs and assist program to identify potential existing enterprises/business in carpet and other business sectors for upgrading;
Carry out various studies in the area of assessing economic potential and opportunities for new businesses; need of financial services to the entrepreneurs; market linkages of rural products;
Provide technical assistance to newly created businesses, and support market and BDS linkages;
Support, facilitate and assist entrepreneurs in formation and strengthen of Enterprise Groups and Producers Associations. Providing regular handholding, monitoring, and facilitation and nurturing support Enterprise Groups, Producers Association (PAs) and Individual Entrepreneurs (IEs). Check the books of records, direct and seasonal employment, income, market linkages monetization   etc. and provide necessary inputs or and on job training for the improvement.  Provide all relevant information to Provincial Officer, Program Management Office and make it available on MIS database.
Support, facilitate and assist Returnees in formation and strengthen of Saving Groups (SGs) and Village Saving and Loan Association (VSLAs). Providing regular handholding, monitoring, and facilitation and nurturing support around SGs and VSLAs core functions. Check the books of records, savings, internal lending, etc. and provide necessary inputs or and on job training for the improvement.  Provide all relevant information to Provincial Office, Program Management Officer and make it available on MIS database;
Ensure regular follow-up, monitoring and reporting of program activities through active coordination with monitoring and enterprise development team.
Regularly maintain and update all MIS data base of relevant beneficiaries in Central MIS;
Manage the timely preparation of monthly, quarterly and annual progress reports and organize, correspondingly, monthly and quarterly progress reviews;
Other duties as assigned by the Provincial and Program Management of AREDP.

Job Requirements:

Required Qualifications:

Bachelor degree in with 4 years of experiences in related field.
Excellent in English (listening, reading, writing, and speaking) required;
Fluency in written and spoken Dari/Pashto;
Experience in enterprise and market development and management, curriculum development, capacity building, system set-ups follow-up, report, communication, monitoring and administrative management will be an advantage.



Bachelor degree in with 4 years of experiences in related field Professionalism – an understanding of enterprise development organizations in Afghanistan - experience and knowledge of: i) value chain management ii) business management, growth and profitability; iii) entrepreneurial skills and competencies; and iv) business plan development - experience and ability to represent an organization to external stakeholders including donors, GoIRA, and other development agencies - demonstrated ability to apply good judgment in the context of assignments given – extremely high level of discretion;
Planning & Organizing - Ability to plan own work and manage time and conflicting priorities;
Management – Ability to manage beneficiaries and contribute to the skills and capacity building;
Communications - Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style;
Technology Awareness - Highly developed computer skills using Word, Excel, PowerPoint, MIS and the Internet;
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with beneficiaries in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;



Knowledge of private sector market and enterprise development, in particular of carpet value chain approaches and demonstrated relevant practical experience in working with rural MSMEs is a must.
Experience in designing and implementing private sector capacity building training of beneficiaries;
Experience in planning, and implementing carpet and other enterprises, including elaboration of business investment feasibility studies, business plan development and value chain analyses/market studies.
Strong analytical aptitude, communication and presentation skills and outstanding communication skills in English;
Ability to build and sustain effective work relationships with a diverse range of beneficiaries and peers to achieve common goals;
Ability to multi-task, be flexible, and effectively lead a team in a high pressure working environment;
Willingness and ability to travel in beneficiaries locations of Afghanistan.


Reporting Relationship

Reports to the RED Unit Manager and Provincial Manager and where required seek guidance from Executive Director and Deputy Director of Program Operation.
