The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over a 10-year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital.

Job Description:


The duties and responsibilities for the position are:

i.Prepare, REOI, short listing report, RFP, Technical evaluation report and combine evaluation reports and contracts, for procurement of consultancy services.

ii.Prepare and update procurement plans and procurement monitoring plans.

iii.Assist the Manager in:

Monitoring the bidding process and the bid opening, and associated documentation
Coordinating the technical evaluation and the bid evaluation process and reports
Preparation and review of contracts and purchase orders
Progress monitoring of all procurement cases and follow up on the procurement contracts till completion
Coordinate the clearances/approvals from the donors, the MRRD, and the Ministry of Finance
Keeping accurate accounts of all procurement processes and ensuring that all procurement is done using World Bank procedures and guidelines as agreed upon by the Government, and compliance with the Government of Afghanistan procurement law
Ensuring that complete documentation is maintained on the procurement cases
Coordinate the audit and the post procurement review processes of the government and the donors

iv.Provide guidance to evaluation committee members on procurement aspects in the process of evaluation of bids or consulting proposals. Review and clear all bid evaluation reports prior to submission for approval. 

v.Preparation of the financial forecast for purpose of the annual budget of the government.

vi.Prepare reports on the procurement implementation progress/status as required.

vii.Coordinate with other units of the Ministry during implementation.

viii.Any other Work Assigned by the Procurement Manager.

Job Requirements:


Bachelor’s Degree in Business Administration, Economics, Commerce, or any other related field.
Minimum of 5 years experience in procurement; at least two years work experience with government/public procurement systems is required.
Ability to work under pressure.
Attended training programs in World Bank procurement processes & methods
Good communication skills and ability to present well
Good analytical and writing skills including report-writing skills
Good interpersonal skills, ability to work with stakeholders
Ability to train staff
Fluency in English. Native fluency in both Dari and Pashtu languages highly desirable;

Computer skills - MS Office – Word, Excel, Power Point. Web, internet and e-mail skills required.


Reports to the Procurement Manager, and accountable to the senior management team.
