The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods.  MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over a 10-year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital.

Job Description:

Assist with the development of procurement bidding documents, internal procurement documentation, reports, and forms;
Organize the advertising of tenders in newspapers and on relevant websites, and distribute bidding documents;
Organize bid opening sessions, receive and register bidding documents submitted, prepare records and minutes of the these sessions,

Assist to maintain and update the AREDP Procurement Unit Database of Suppliers and Providers;
Maintain the Procurement Unit’s filing system for all documents and records;
Assist to prepare monthly Procurement Reports summarizing the progress of procurement against the AREDP Procurement Plan;
Assist to coordinate procurement activities with other AREDP Units, Offices, of Provincial Offices;
Travel to Provincial Offices to assist Provincial Offices with field based procurement;
Perform other duties as may be assigned.

Job Requirements:

2 years of general office working experience;
Knowledge of office working practices including preparation of official documents, filing, correspondence, approval authorities, etc.;
Desirable: Previous experience in procurement of goods, works, and services with GoA, NGOs, UN or development agencies, or private companies;



Qualification: A diploma in a related field (Business Administration, Computing, etc.);

Planning & Organizing - Ability to plan own work and manage conflicting priorities;
Communications - Good communication (spoken and written) skills, including ability to prepare written documents/communications;
Technology Awareness – Good computer skills using Word, Excel, and the Internet,
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
Fluency in English (listening, reading, writing, and speaking) required;
Fluency in written and spoken Dari/Pashto;



Ability to multi-task and work under pressure;
Professionalism in appearance and demeanor;
Willingness to enhance knowledge through training and personal initiative.
Willingness and ability to travel in rural Afghanistan.


Reporting relationships:

Reports to the Procurement Manager and accountable to the AREDP Senior Management.
