About Regional Programs Coordination Office/MRRD:

More than a quarter century of conflict compounded by repeated natural disasters has left Afghanistan as one of the poorest countries in the world. According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, rural development is therefore seen as a crucial sector for the development and stability of the country.

Funding Assistance of $56.66 Million, through the Project; 48326-001-AFG: Northern Flood- Damaged Infrastructure Emergency Rehabilitation (N-FIER) funded by ADB, which will directly benefit the people of 15 worst-affected provinces. The project will assist the government's efforts in the rehabilitation of irrigation and road and bridge infrastructure damaged by the severe flooding in Northern Afghanistan between March and June 2014. Also appreciate for extending the project for another 12 provinces. Now the project is implemented in 27 provinces.

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the Provincial Departments of Rural Rehabilitation and Development (DRRDs) and the community development councils (CDCs).

Job Description:

Duties and Responsibilities:

The following are the duties and responsibilities need to fulfilled as procurement Assistant:

Daily Coordination with PMU in procurement activities;
Familiar with all kinds of procurement formats in government of Afghanistan and ADB procurement guidelines;
Preparing the schedules for procurement of goods, services and etc.,
Assisting the Procurement Specialist in preparation of EOIs and advertising in MRRD/ARDS and local news papers;
Liaison with NSP procurement and Central Procurement Departments in MRRD;
Correspondence with project related staff in procurement of goods and services;
 Preparation of purchase requests, letters and getting it approved with the related and concerned officials in MRRD;
Collecting the quotations, EOIs, applications for procurement;
Preparation of comparative statements and necessary information for evaluation;
Assisting in issue of RPFs;
Assisting in creating the database of equipment/employee/assets;
Assisting in receiving the procured materials, equipment and assets;

Any other tasks assigned by the procurement specialist  

Job Requirements:

Experience, Qualifications, Skills & Abilities Required:

Bachelor degree with 2 years of relevant experiences or Baccalaureate degree with 4 years of relevant experience.
2 year minimum experience is procurement;
Excellent oral and written English skills, high computer skills on MS office programs, especially in word and excel;
Demonstration ability to multi task and process information into action;
Clear understanding of procurement ethics, Government and Donor compliance is essential.

Reporting to:

The Procurement Assistant will directly report to Sr. Procurement Officer of RP.
