About IRD/MRRD:

MRRD's ultimate goal is to reduce poverty in the rural areas of Afghanistan, where three-quarters of the Afghan population live, many of them in severe poverty. Through its actions, MRRD aims to pave the way for other actors, including Government, civil society and the private sector, to complement its endeavours. The long term strategic vision for rural development and agriculture is set out in the Afghanistan National Development Strategy (ANDS). The overarching Agricultural and Rural Development (ARD) sector strategy is to ensure the social, economic and political well-being of rural communities, especially poor and vulnerable people, while stimulating the integration of rural communities into the national economy.

The Ministry of Rural Rehabilitation and Development (MRRD) is one of the two principal Ministries charged with the responsibility of implementing the ARD sector strategy. The strategy is being implemented through five thematic areas: Local Governance; Agricultural Production; Agricultural & Rural Infrastructure; Economic Regeneration; Disaster & Emergency Preparedness.

MRRD is mandated to strengthen rural communities through consultative mechanisms which are entry points for comprehensive and integrated rural development interventions. This mandate, strengthened through the Comprehensive Agriculture and Rural Development (CARD) mechanism which coordinates initiatives across the sector, draws on MRRD structures and activities such as the Institute for Rural Development (IRD), the National Citizens Charter Priority Program (CNNPP), Afghanistan Rural Enterprise Development Program (AREDP) and others.

IRD is a key organization in MRRD’s efforts to build its capacity to implement those areas of the ARD sector strategy for which it is responsible. IRD was established in June 2006 to be a centre for excellence of research, policy formulation and capacity development in rural development. IRD is structured on six pillars of (1) policy development and research and (2) education and training, (3) Information Dissemination and Library, (4) Scholarship and Fellowship Management, (6) Survey and (5) Rural Technology Park which jointly provide the basis of a comprehensive and integrated approach to rural development.

IRD’s mandate is to develop comprehensive policies and conduct research at central and provincial level in support of MRRD programs and proposed programs. IRD’s development has been incremental, with the initial focus on establishing its own structures, identifying its capacity needs and then working to plan its support for MRRD’s program and intra-ministry development initiatives. Among IRD’s first tasks was a preliminary assessment of MRRD’s capacity development activities by clarifying the training needs of the Ministry to help shape IRD’s training approach and curriculum development.

The need for support to the IRD is specifically mentioned in the ANDS as improved research and policy development capacity is necessary to strengthen MRRD’s institutional capacity at national, provincial and district levels to implement the CARD mechanism. 

Job Description:

Brief description of position:

This assignment involves supporting the Institute for Rural Development (IRD) within Ministry of Rural Rehabilitation and Development (MRRD). He/She is expected to work with Research and Survey Units, prepare Rural Development Report (RDR), write Research Reports and to progressively transfer skills and expertise to them. The candidate will also provide technical advice, management support and technical inputs to the survey process.

Duties and Responsibilities:

Review MRRD Strategy Documents including Programs Log-frames, Survey indicators & questionnaire of outcome assessment of MRRD interventions survey
Prepare Rural development report, Explore problem statement and clearly define MRRD Development  projects issues & findings and proposing recommendation considering rural development global concepts & practices
Assess MRRD achievements during the last 15 years , Identify future research topics to MRRD/IRD to support rural development programs and polices
Close coordination with research and survey heads to have insight on data analysis (data comparison & visualization)
Building research and survey staff capacity in report writing, indicators and questionnaire development and data analysis
Improve MRRD-IRD Research and Survey unit link them with other  research institutions in Afghanistan

Perform other tasks requested by IRD leadership

 

Deliverables:

Finalization of Rural Development Report
Capacity building of Research& Survey staff in report writing
Improved coordination between MRRD/IRD & line ministries and donors

Job Requirements:

Qualifications, Experience and Skills Required:

PhD/Master’s Degree in economics, social sciences, rural development studies, policy development, Business Administration, or a closely related field
A minimum of 7 years’ professional working experience in the field of Research Report Writing, Policy Making, or any other equivalent field.
Strong ability in statistical data analysis and data visualization including charts & graphs , GIS maps are additional benefits
Familiarity and working ability with statistical packages such as SPSS and/or STATA;
Communication, presentation and coordination skills are highly required
