The UN Entity for Gender equality and the Empowerment of Women in Afghanistan (UN Women) was established in 2010 to address the challenges facing women, providing them with a powerful voice at the global, regional and local levels. UN Women has been working in Afghanistan since 2002 (as UNIFEM until 2010).  

MRRD’s mission is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods

 MRRD launched Afghanistan Rural Enterprises Development Program (AREDP) in 2010 to ensure the social, economic, and political well-being of rural communities, especially the poor and the most vulnerable, while stimulating the integration of rural communities within the economy.

AREDP strengthens the private sector through integrated, value chain, top to bottom knowledge based interventions, bottom to top community enterprise development and address credit and capital needs on all levels and in all locations. Women mobilization, participation and empowerment has been the key strength of AREDP.                   

In 2016 UN Women has launched the Program on ‘Survivors Empowerment Journey’ (SEJ) aiming at ending violence against women.  This Program is a collaboration between the Government of the Islamic Republic of Afghanistan (GoIRA) and UN Women Afghanistan Country Office (ACO). The Ministry of Rehabilitation and Rural Development (MRRD) and UN Women signed the partnership agreement for the implementation of the SEJ Program component 1 on ‘Community mobilization for prevention of violence against women (VAW)’.   The Program applies a comprehensive and holistic approach that works to change the structure and norms, which perpetuate violence, while also providing services that help survivors escape the violence, rebuild their lives, access to justice and economic opportunities. This is consistent with the National Action Plan for the Women of Afghanistan (NAPWA), National Action Plan for Women, Peace and Security (WPS) and Sustainable Development Goals (SDGs) of gender equality and empowerment of women. It is also in line with the goals articulated in GoIRA’s commitments to Self-Reliance through Mutual Accountability Framework (SMAF).   SEJ Program’s strong focus on partnership building aims to ensure effective implementation and serves to promote cooperation and coordination between government, CSOs and local communities.  Programs in the areas of governance, infrastructure and economic growth.

The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over a 10-year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital

Job Description:

Duties and Responsibilities

The Monitoring & Evaluation Officer shall:

Participate and support the development of the M&E tools for SEJ Program on different levels.
Work on the  establishment of an effectively functioning SEJ Program monitoring system, including annual and monthly monitoring and evaluation  plans, to ensure timely  tracking the pace and quality of Program activities, in accordance to UN Women rules and procedures 
Provide guidance and ensure effective process of village baseline collection and development of Village Profiles, linking it to the Program monitoring system
Undertake regular monitoring visits and develop monitoring reports and recommendations for post-monitoring follow up,  ensure timely adjustments as per the monitoring findings;
Advise, and if necessary train, the field staff of SEJ monitoring framework and according to UN Women monitoring and evaluation procedures, ensuring gender responsive monitoring process;
Ensure collection necessary data for  effective documentation of  the process of ‘Modeling of Community approach for EVAW’,  including key principles and standard methodological approaches for community mobilization, lessons learned and findings  for replication within and outside of village/province
Provide necessary data and information for the development of project briefs, analysis, knowledge generation to inform Program directions and policy discussions;
Contribute to the development of Program progress and annual reports
Provide guidance and assistance to Provincial Facilitators to conduct regular monitoring, including filing system, up to date reports, photo gallery, success stories etc. 
Ensure coordination with other SEJ components by building working relations with UN Women teams responsible for other components of SEJ, such as protection and legal services, women economic empowerment, and provision of data from the filed for legislative and policy reviews

Ensure that environmental and gender equality issues are addressed in the training activities;
Undertake any other duties as directed by supervisor

Job Requirements:

Experiences, qualification /Skills and abilities required

The successful candidate will be able to work without direct supervision, pay attention to detail and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving


 A Bachelor’s degree from a University in Business Administration, Economics, Statistics, social sciences or related field, is preferred
Knowledge of gender equality and women’s empowerment concepts, experience in planning and implementing gender responsive monitoring systems, working with gender responsive indicators and sex disaggregated data
Excellent communication, team working and problem solving skills.
Fluency in written and spoken Pashto, Dari and English.
Good computer skills, including proven experience using Microsoft Office package.



Bachelor degree with 4 years of experiences in related field.
Proven experience in report writing;
Proven experience in the planning and scheduling of monitoring and evaluation activities for development programs;
Good office administration skills.


Ability to work in a high pressure environment;
Ability to multi-task and work under pressure;
Ability to work independently and also as an effective team member
Professionalism in appearance and demeanor; and
Willingness to enhance knowledge through training and personal initiative.
Having required Skills in related technical field.
Willingness to travel different AREDP targeted provinces, districts, and communities when required.


Reporting Relationship required

Report to the program Manager of the Monitoring and Evaluation Unit (AREDP HQ) and accountable to the AREDP management.
