About Regional Programs Coordination Office/MRRD:

More than a quarter century of conflict compounded by repeated natural disasters has left Afghanistan as one of the poorest countries in the world. According to the National Risk and Vulnerability Assessment (NRVA) for 2007-2008, the poverty rate in rural areas is 36% and 45% of rural populations do not meet minimum food requirements. With over 75% of the Afghan population living in rural areas, rural development is therefore seen as a crucial sector for the development and stability of the country.

Under the portfolio of the Regional Programs Coordination Office, the Northern Flood-Damaged Infrastructure Emergency Rehabilitation Project focuses on emergency rehabilitation of the local infrastructures (rural roads, bridges and small scale irrigation) destroyed or damaged by the flood in 1393. The project will be implemented by MRRD and the Funding is provided by the Asian Development Bank (ADB).

The Ministry of Rural Rehabilitation and Development has been appointed as the Executing Agency for the project. A central management unit (PMU) based at MRRD headquarters in Kabul will be actually responsible for the implementation, working closely with the provincial departments of rural rehabilitation and development (DRRDs) and the community development councils (CDCs).

Job Description:

Specific functions of the position

Under the direct supervision of Project Director, the incumbent of the position will be responsible for ensuring effective and timely communication, effective use of Network and computers.

More specifically speaking, he/she will be responsible for:

Ensure that IT and communication services are standard and employees utilize the IT services effectively.
Ensure effective communication between all the offices.
Provide advice on hardware and software for the efficient and smooth operation of the programs.
Ensure effective inventory of IT and communication equipments.
Installing, troubleshooting, maintenance of Servers.
Prepare a list of all communication equipment together with its user, status and locations.
Control and maintain the performance of communication equipment for wire and wireless communication networks.
Prepare list of all IT equipment reflecting the type of equipment, user name and location together with status of the equipment.
Provide on the job training and support to programme staff in gaining IT and computer skills.
Establish Local Area Network in provincial offices and be able to Extend LAN.
Establish Wireless communication in provincial RRD offices where need.
Install LAN printer and giving access to the users.
Ability to work late hours. 

Any other duty as assigned by the supervisor.

Job Requirements:

Requirements: academic qualification / technical skills and work experience

Bachelor degree in computer Science with 4 years’ service experience in the related field.

IT or Communications Technology MCSE & CCNA Certificate.
Excellent knowledge of PC hardware and software configurations, Windows 2000 Professional, Windows XP , Network Protocols, LAN/WAN.
Excellent knowledge of VOIP configuration, troubleshooting and maintenance.
Fluency in written and spoken English, Pashto and Dari.
