The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic, and political welfare of rural society, especially poor and vulnerable people, through the provision of basic services, strengthening local governance, and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth.

The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over a 10-year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital.

Job Description:

The assignment includes (but not limited to) the following duties and responsibilities:

Confirm compliance with laws, regulations and Government Guidelines mandated by the approved framework documents for AREDP, as well as the normal financial;

management, procurement and HR protocols and other GoA regulations, others are correctly followed;

Affirm the project expenditure reports and request for quarterly expenditures generated by FBU;
Confirm documents’ compliance, approval and validity before final approval by Executive Director of the Program;
Take active part in performing internal audits of all aspects of AREDP operations, like:

The internal audits will be focused on (i) reviewing the systems and procedures which are in place and making recommendations to address gaps or outdated systems and procedures; and (ii) Undertaking sampling checks relating to financial transactions and administrative, procurement and HR activities to determine the efficiency and accountability of these transactions and activities;

Prepare internal control mechanisms by developing spreadsheets for Program units to ensure no duplication takes place:
Enter data into the spreadsheets after controlling the documents of support section units:
Build and maintain productive working relationships across AREDP at both the PMO and PO level, and with the relevant departments of the MRRD with which AREDP has a work interface;
Make regular field trips (at least once per quarter) to audit the operations of Provincial Offices (POs);
Supporting the team in development of effective risk analysis, development of efficient  risk mitigation strategies for finance, procurement, administration and HR units of the Program:
Prepare recommendations for the updating AREDP policies and procedures to improve efficiency and effectiveness of operations based on the findings of audits;
Take effective part in meetings and express effective recommendations for system improvements;
Strictly follow up the remedial/ corrective actions to be taken by various provincial offices and support units of the Program and report any delay in the given timeline;

Ensure that records of the ICU are maintained in an effective way. 

Job Requirements:

The interested candidate should have-

The candidates should have Minimum a Master Degree in the fields of Finance, Economics, Accounting, or Business Administration with minimum two (2) years of experience in the field of  Controlling/ Auditing OR

Should have minimum a Bachelor Degree from any recognized University in the fields of Accounting, Finance, Economics or Business Administration with minimum four (4) years of experience in Controlling/ Auditing;
Excellent in English (listening, reading, writing, and speaking) required;

Abilities and Strength

The interested candidate should have following abilities and strength

Good Knowledge in MoF Control Processes and Procedures;

Planning & Organizing - Ability to plan own work and manage conflicting priorities;
Communications - Good communication (spoken and written) skills, including ability to prepare written documents/communications/reports etc.;
Technology Awareness – Good computer skills using Word, Excel, PowerPoint and the Internet;
Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; lead the team effectively;
Fluency in English (listening, reading, writing, and speaking) required;
Fluency in written and spoken Dari/Pashto;
Ability to work in an independent and objective manner, in terms of the professional integrity requirements of the position;
Ability to work independently,
Ability to build and sustain effective work relationships with a diverse range of clients, partners, peers and subordinates to achieve common goals;
Ability to multi-task and work under pressure;
Professionalism in appearance and demeanor;
Ability to review and prioritize tasks and meet deadlines
Willingness and ability to travel in Afghanistan.

Reporting and Deliverables

Internal Control Officer will report to Senior Internal Control Officer. He/she have to prepare monthly progress report and submit to the Senior Internal Control Officer.
