Programme Background

The long-term vision of the Afghanistan agriculture and rural development sector is to ensure the social and economic wellbeing of rural communities, especially the rural poor and vulnerable. With this vision in mind, the National Area-Based Development Programme (NABDP) was established in 2002. The Programme – established with the goal of contributing to a sustainable reduction of poverty and an improvement of livelihoods in rural Afghanistan – is a joint initiative of the Ministry of Rural Rehabilitation and Development (MRRD) and United Nations Development Programme (UNDP).

NABDP Phase-I (2002 – 2006) was instituted as a priority recovery and economic regeneration programme in the complex emergency context of Afghanistan. NABDP Phase-II (2006-2008) focused on support to District Development Assembly (DDA) institutionalization, poverty reduction, and institutional capacity development. Additionally, was in support of the Afghanistan National Development Strategy (ANDS) and Agricultural Rural Development Sector Strategy (ARDSS) frameworks.

Currently in Phase-III (2009 – 2016), and still supported by UNDP and MRRD, NABDP has committed to continuing to advance national programme development in the coming years. The Programme approaches area-based implementation with a focus upon: (a) continuing its vital work on strengthening and promoting DDAs as a conduit for social and economic development planning; and, (b) productive infrastructure that serves to link rural communities as part of the Afghan government’s broader agricultural and rural development strategy.


The area-based implementation approach aims to reduce the geographic and demographic disparities through investments in social organization, infrastructure, local economic development and sub-national governance initiatives. This approach has been particularly appropriate in the unique conflict and post-conflict context of Afghanistan, where various areas and regions have incurred greater damage or received greater reconstruction assistance than others.



The terms and responsibilities of the electro-mechanical design engineer is as follow.

ii. Duties and Responsibilities:

Specific tasks of electrical engineer includes,

·         Prepare electrical design standards required for rural energy projects specifically micro hydro projects.

·         Evaluate the survey data for various measurements.

·         Provide instruction to the surveyors for getting reliable data for design and site conditions.

·         Prepare formats for site data collection and analysis.

·         Sizing of different components to match the site conditions and optimize it for best possible output to have maximum efficiency.

·         Prepare design drawing of the components for project implementation.

·         Prepare and update the list of manufacturer and supplier of micro hydro equipment and other renewable energy components.

·         Prepare Bill of Quantity (BOQ) of the materials with quantity and rate analysis for the same.

·         Prepare detail electro-mechanical cost estimation for the micro hydro project.

·         Provide design drawing of the electro-mechanical component as per the prevailing standards.

·         Rectify the concerns raised from the quality control for the design projects.

·         Carry out field supervision of the projects during construction works.

·         Provide feedback to the implementers on projects site on quality of implementation.

·         Provide necessary training to the community during implementation process.

·         Participate in workshops and relevant meetings.

·         Assist in effective reporting on the programme activities

·         Contribute to sharing the NABDP programme’s experiences with relevant stakeholders, including government institutions, UN agencies, NGOs and academic institutions and ensuring regular exchange of information with other UNDP and national development programmes and building synergies among their development interventions

The electrical engineer is expected to design the projects in a professional manner that meets all required engineering standards. The design works should be simple so that the field supervisor, field technician, and community people can easily understand it. S/he should make regular field visits to the site for supervision, involve in the capacity building initiatives.


iii. Qualifications and experience:

The electrical engineer should have Bachelors degree in electrical or mechanical engineering, with 4 years’ experience in design and supervision of micro hydro or other rural energy system.

Experience in working for designing of electrical transmission and distribution system, working knowledge with turbines, generators will be an added advantage.

 The design engineers should be able to use the Autocad and other design software,

be fluent working with the Microsoft office applications, and fluent in English and Dari or Pashto.   


iv. Reporting

The electrical engineer is responsible for reporting to the unit head of MHP and implementation unit, and head of ASERD. S/he should prepare periodic report against the work performed.
