The National Solidarity Program (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan, manage and monitor their own development projects.  NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle.  In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.

To achieve its goals, NSP is recruiting for the following position:

Job Summary:

Under the direct supervision of Unit Head, Community Procurement, the incumbent will assist in Check and review of procurement of Goods, Works, Consultancy & services of CDC’s under the procurement guidelines of World Bank and the operational manual (OM) for all projects financed by the World Bank and ARTF and the procurement law of the Islamic Republic of Afghanistan for all projects financed by bi-lateral donors.

Key Responsibilities:

  • Assists the Unit Head, Community Procurement in overall planning, managing Check and review of the procurement of Goods, Works, Consultancy & services of CDC’s required under the project.
  • Asses training needs of the community members, FPs, PMUs and other field personnel related to the responsibility of procurement and social audit.
  • Develops training materials for  conducting training of the above target trainees, in the field of procurement and social audit, and submit the training material for review and approval of NSP Management;
  • Identifies potential Community Members (CMs) for developing as Community Trainers in procurement and social audit;
  • Arranges training of identified potential CMs by providing TOT;
  • Assists the PMUs, FPs and other field personnel in preparing plans to utilize the trained CMs as trainers for communities in procurement and social audit;
  •  Cross-checks the quality of training imparted to the field staff by attending training sessions as observers, and by inspecting procurement and social audit activities and documents in CDCs, FPs and PMUs;
  • Arranges and facilitates workshops to obtain feedback from the field level personnel including CDC members and Community Member Trainers (CMTs) on problems in community procurement and social audit and the community procurement procedures as incorporated in the Operation Manual (OM), and the social audit manual;
  • Liaises between the NSP Management level and Field/Community level in respect of community procurement matters, and keep NSP Management updated of procurement and social audit problems going on in the community/field level;
  • Regular field visit e.g 2-3 weeks per month in the field.
  • Arranges for periodic revision of the community procurement procedures and the social audit manual on the basis of feedback from the field level including CDC Members, CMTs, FPs, PMUs, etc. on community procurement and social audit;

Qualification and other Requirements:

  • Bachelor’s degree preferably in management, Engineering development or similar fields from a recognized, accredited university
  • Minimum of two years of professional work experience. Direct work experience in procurement with the World Bank, United Nations, Ministry of Finance, etc would be a distinct advantage. 
  • Familiarity with MS Office software.
  • Experience in procurement of Works in Government Ministries or Departments or donor agencies is highly desirable.
  • Typing ability in Dari and English is essential.
  • Previous training and facilitation skills.
  • Technology Awareness- Easy working familiarity with Microsoft Word and Excel. Sufficient speed with the computer keyboard typing in English. Internet applications; familiarity with database management desirable.
  • Teamwork- Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethics environment with sensitivity and respect for diversity.
  • Fluency in national languages Dari and Pashto and also English are highly demanded in

speaking, writing and comprehension.
