Background:

The Regional Programs Coordination Office (RPCO) was established in the MRRD compound in 2007 as one of the largest rural support program in terms of scope and coverage area, working across the county. The demand for rural development motivated the program management to operate in several sectors that created a stage for diversified activities, whereas all other national programs of the ministry are engaged in their specific sectors. In addition, the Program responds to expressed needs of the rural people, who require various basic services (community based infrastructures) which no other single rural development program has addressed so far. The program development efforts are focused on helping the poor in dealing with many of the risks they face in their lives  – such as unemployment, low house hold income, low agriculture production, poor irrigation systems, lack of accessibility to market, lack of education and health facilities, , lack community based disaster risk reduction infrastructures and insufficient potable water.

Under the portfolio of the Regional Programs Coordination Office, a MoU is signed between Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Agriculture Irrigation and Livestock (MAIL) in October 2018 to implement the project in seven provinces (Kabul, Parwan, Logar, Baghlan, Balkh, Nangrahar and Herat) in 4 Sectors (flood affected and rainfall harvesting structures, roads for community access, drainage and sanitation, and water supply) till December 2020. This project is financed by International Fund for Agriculture and Development (IFAD).

 

Duties & Responsibilities:

  • Assist the field engineer, in conducting the regular project visits in the province to ensure that the work quality and progress is satisfactory and as per the IFAD department's standard, technical specifications and schedule of the sub project respectively.
  • Spot checking and guiding contractors on the requirements of the contract and on technical specifications to make sure the civil works are completed according the engineering standards;
  • Reviews material submitted by contractors for compliance with the BOQ and specifications.
  • Assist the field engineer in Checks compliance of QC requirements as per approved QC plan of the sub-project;
  • Ensures that all tests are performed at the site for the various water course lining technology of schemes and the test results are well documented on daily basis;
  • Responsible for quality of used materials in the construction work, and the workmanship;
  •  Ensure timely completion of projects as scheduled originally (as per the work plan);
  • Responsible for controlling of quantity of the work completed according to contract.
  • Assist the field engineer in Submitting the weekly, monthly and project completion report of work progress to project Manager also keep the sub-project issues log updated;
  • Ensure that the contractor provide labors the required safety equipment at the construction site as well as the contractor strictly following the prepared Environmental and Social Safeguard Management Plan;
  • Responsible for solving technical problems during construction, in close coordination with Field Engineer;
  • Facilitates site-meetings when necessary;
  • Should have a close communication with provincial and regional supervisor, IFAD office in Kabul, CDCs, DoRRD and contractor
  • Maintains all documentation, work schedules and correspondence between IFAD/MRRD and Contractor;
  • Ensures that construction and payment schedules are regularly monitored;
  • Maintains all quality control reports for each contract.
  • Maintains physical and financial progress of each contract;
  • Assists in preparing and submitting in a timely manner all required performance reports to IFAD/RPCO/MRRD
  • Performs all other relevant project activities assigned by the Irrigation Project Coordinator  

Required Education degree/ Experience

 

At least bachelor degree in Civil Engineering, having understanding in survey Design and Quality control (preference will be given to Masters).

Experience/understanding in development, data collection and assessment of construction project required.

  • A background in the preparation of mapping for engineering project’s needs.
  • Understanding of field of survey, design and water supply Engineering.
  • Fluency in the English language is preferred.
  • Ability to use computers and have the knowledge of Google earth, GIS, Civil 3D MS Office and Auto CAD etc. and ability to use modern survey instruments.
  • Familiar with the project management cycle, supervision and monitoring of the works.
  • Ability to work independently and with minimal guidance and lead and guide others
  • Fluent in Dari and Pashto.

The Young Professional Consultant (Engineer) will report to his supervisor/IFAD Project Manager/Director/Deputy Director/PIU head
